If we have the world's greatest justice system, then why does the US, with only 5% of the world's population, have a third of the world's prison inmates?  Did this reduce crime?  No, we also have a murder rate five times higher than many industrialized nations.  Is this because we resolve more crimes like murder than other countries.   No, we resolve only 63% of our murders, compared to more than 93% in Japan and England
