Japan: Family Income and Expenditure Survey
The following Family Income
and Expenditure Suvey was posted at http://www.stat.go.jp/156.htm
on March 3, 2000, during the high of the supposed "Asian economic crisis" which has dominated our air waves--the
"crisis" during which one Japanese bank, Sumitomo, grew by more than $400
billion.
According to this official
publication by the Japanese government, at a rate of exchange of the yen at 110 per US
dollar, the average Japanese working household had an income of $9,819 that month, paid
taxes of $977 or 9.9% of that income, had disposable income of $8,841 or 90.5% of that
income, had a living expenditure of $3,802 or 38.7% of that income, and had personal
savings of $5,039 or 51.3% of that income.
Total housing expenditure was
25,208 yen, or $229 dollars, including maintenance, gardening, repairs, and obviously very
little interest, indicating that their mortgage debt is low or non-existent. Their monthly
expenditure for food of $852, for utilities of $200, for furniture of $148, for clothing
of $195, and for recreation of $361, is consistent with that in the US.
Not including government
expenditures, their personal medical expenditure of $114 and their personal education
expenditure of $96 per month are much lower than ours. Our total medical
expenditures have doubled to 14% of GDP in the last three decades, to an average of $1,050
per month per US household, and our education expenditure is now 8% of GDP, or $600 per
month per household, for a total of $1,650 per household. This is $463 per month
more than the Japanese spend for health care, education, and total taxes, combined (and
the Japanese taxes include social security payments).

Summary of December Survey Results
(1) Expenditure for All Households
The average monthly living expenditure
per household for December 1999 was
385,640 yen, down 5.2% in nominal and 4.0% in real terms from the
previous year.
(2) Income and Expenditure for Workers' Households
The average monthly income per household
stood at 1,080,114 yen, down 7.3%
in nominal and 6.1% in real terms from the previous year.
Living expenditure was 418,221 yen, down
5.9% in nominal and 4.7% in real
terms from the previous year.
