Rhode Island is described as "a commonwealth where 'a permission of
the most Paganish, Jewish, Turkish, and Antichristian consciences and
worships' was, under no circumstances, to be abridged."

	The Whites in only seven states score lower than Rhode Island in NAEP Math.
	Whites in the District of Columbia score 28 NAEP points higher than Whites in Rhode Island.
	At $8,627 per student, only four states spend more per student for education than Rhode Island http://nces.ed.gov/pubs2001/digest/dt168.html
	How can this be explained? Is it merely a trait of "yankees"?
